The California Legislature has rejected many of the spending cuts Gov. Gavin Newsom is seeking to close a $12 billion budget deficit, relying on internal borrowing to put off difficult decisions.

The plan would freeze Medi-Cal enrollment for adults without legal status and fund voter-approved Proposition 36.

California’s Assembly budget chair said the budget process had been “a painful and at times, agonizing, process.”
