Microsoft has confirmed a known issue that prevents recipients from opening encrypted emails in classic Outlook.

We finally got Outlook 2003 today, however at the same time going around telling everyone to turn off the reading pane, presumably for security concerns; they also have an antivirus scanning the mail.
