The city of Rochester is launching the ACTION Team, a community responder program designed to handle nonviolent 911 calls, easing the burden on police.
The city will adopt an approach used by other cities based on recommendations from the Law Enforcement Action Partnership.
The team is comprised of members of first response agencies, clinicians, clergy, and EMA personnel. The team serves Tuscarawas and Carroll counties.
